Area protection lets you protect areas of your world so that only some players can build in certain areas, or so you can control behavior of various things in different areas. Regions are stored per-world so each world has separate regions. This feature is enabled by default in WorldGuard but if you do not need it, you can explicitly disable it with the regions.enable configuration option.
